Neal has served on the Board since May 1998, and was elected to his most recent term in 2023.  At various times during those twenty-seven years, he has served as Board President and Vice President.  Neal has served for many years as the chair of the Board’s Policy Committee. In addition to his service as chair of the Policy Committee, Neal is a member of the Audit Committee and the District Emergency Response Team (DERT), and is the Board liaison to the Student Faculty Congress (SFC). During his time on the Board, Neal has served on various Board committees, including Policy, Advocacy, Audit, Board Development, and Communications; was the Board’s representative to the Westchester-Putnam School Board Association (WPSBA) Legislative Action Committee and the Board’s delegate to the business meeting of the New York State School Boards Association (NYSSBA); and was the Board’s representative to the Putnam-Northern Westchester BOCES (PNW BOCES) Capital Facilities Advisory Committee. In addition, Neal served as a member of the Reentry Task Force, the Bus Electrification Task Force, and the Future Facilities
Planning Team, and at various times has been the Board liaison to the Building Planning Councils of each of the district schools, the CHHS SFC, the Health and Safety Committee, and the DERT. 

In August 2023, Neal was appointed to fill a vacancy on the PNW BOCES Board of Trustees. In May 2024, he was elected to a full three-year term on the PNW BOCES Board and serves on its Facilities Committee. He and his wife, Suzanne, who works for the Town of Mount Pleasant Public Library, have lived in the Village of Croton-on-Hudson for 35 years. Their children, Alex and Greg, attended each of the schools of the district, and graduated from Croton-Harmon High School in 2004 and 2008 respectively.  Both graduated from Cornell University.  Alex lives in Oakland, California and is a philanthropic advisor in San Francisco. Greg earned a master’s degree in environmental management from the Yale University School of Forestry and Environmental Science, and he is employed as the deputy director of forestry for the New York City Parks Department in the Bronx. 

Neal, a graduate of Cornell University and Boston University School of Law, is an attorney specializing in the field of labor and employment law.  Since 1982, he has been with the firm of Moss & Boris, P.C., located in Manhattan, representing employers, employees and labor organizations throughout the nation.  He is a member of the New York City Bar Association.  He has been active in numerous community activities, through his synagogue and local organizations, among others.
