CHUFSD Family Resource Center Q&A with Assistant Superintendent of Pupil Personnel Services, Rachel DePaul
On October 28, the Croton-Harmon Family Resource Center (FRC) officially opened its doors. Developed by Rachel DePaul, Assistant Superintendent of Pupil Personnel Services, the FRC provides families, community members, and partners with access to comprehensive resources in one centralized hub, located in the Tiger Den at Carrie E. Tompkins Elementary School.
To learn more about the vision and impact of this new initiative, we sat down with Ms. DePaul for a Q&A.
What was the inspiration for the Family Resource Center?
In my experiences as an educator, I have seen firsthand how the connection between community and school enhances students’ sense of safety, belonging, and ability to learn.
At the heart of the FRC is the belief that all families are welcome here. By supporting families and strengthening community connections, we reinforce the well-being of our students. We want families to know that we are here to help with whatever they need. The FRC will be a place they can rely on for assistance, support, and connection.
What types of resources and supports will be available through the FRC?
The FRC is designed as a one-stop hub where families can access a wide range of services and supports. Alongside District Social Worker Carmen Rosario and Community Aide Eva Thaddeus, the center will provide multilingual assistance to help families navigate any needs they may have.
Some of the key resources include:
- Technology Access: Computers, printers, and tech support
- Digital Training: Guidance on using District platforms such as Infinite Campus, Bus services, and FamilyID for athletic registrations
- Student and Family Services: Therapeutic supports, tutoring referrals, and study skills resources
- Workshops: Parenting, financial literacy, wellness topics, and more
- Cultural Events and Family Nights: Opportunities to connect and celebrate together
- Community Partnerships: Connections to mental health, crisis, essential social supports, and more
Through the FRC, families will also have access to:
- Warm clothing through The Sharing Shelf
- Housing support via Westchester Residential Opportunities
- Healthy food assistance from Croton Caring
- Baby essentials through 914 Cares
- Child care resources from Child Care Council of Westchester, Inc.
How will the FRC strengthen family-school partnerships?
The FRC will serve as a welcoming space that brings families, educators, and community partners together. Inside the center, a community information hub will highlight local events, resources, and engagement opportunities.
A child-friendly play area will keep young learners engaged while parents access services, and provide a flexible space to host conferences, workshops, and community gatherings.
By making resources accessible and creating a safe, inclusive environment, we are helping to remove barriers and foster meaningful partnerships—ensuring every student has the support they need to thrive both in school and in the community.
Why is this work so important to you?
When we have a strong collaboration between family and community, it creates a ripple effect that positively impacts a child’s whole self—their learning, confidence, and ability to contribute as a student, a community member, and ultimately a member of society. That has always been the goal of the work we do.
I love the Croton-Harmon community and am deeply committed to the families here. We want to be here for them in whatever way they need to achieve this goal.

We encourage families and local organizations to partner with us. Whether by attending workshops, volunteering, or sharing resources, community involvement is what makes the FRC thrive.
Together, we can continue building a stronger, more connected Croton-Harmon community—one that supports all families and empowers every child to reach their full potential.
